This is what is really bugging me, I have an Athlon PC than is going to run Scala and replacing an aging Amiga 4000 that runs Scala MM400, thing is, this machine is going to use Scala on a standard TV with RGB Scart, but the PC, and no PC I have ever heard of has a standard 15khz RGB output that will allow it to be connected to a TV using an RGB Scart cable!
This is very annoying, all Amiga models could do native RGB 15khz Scart output as standard, but all PC motherboards, including all AGP graphics card i have ever seen only offer S-video output!
Sure, the VGA output is RGB, but it is 31khz, which means it can only be used on a PC monitor and not on a standard PAL Scart TV!
But these Amigas need to be replaced, so how can I find an x86 PC that supports native 15khz RGB display?

There is no graphic card for a PC that provides TV compatible RGB output as far as I know (SD TV, there are HDTV RGB output cards). There are few scan converters having RGB output but those are quite expensive.
There is one thing I don't understand. Why you are going for RGB?
If you are going to pro equipment all of them that accept RGB will usually accept YUV (it is known by that name no matter how wrong that name is).
If you are intend to use SCART RGB, use if you insist on quality S-Video to RGB converter (hard to find for SD, for high definition ATI has a cheap adapter).
Loss in the quality will be much lower than if you would convert from composite.
Anyway, what is your application? If you can give me few more details I would be able to help much more to resolve your problem.
