I'm using Designer 3 for some projects.
I've never totally understood how to insert information on a screen from a text file, so that the screen changes when the text file does.
I've been able to do this using a crawl with no problem, but using static text has been a mystery.
Can anyone either tell me how to do this, or point me to a tutorial?

Take a look at page 195 of "Extended Authoring and Publishing User Guide".
There you can find how to use TextFile EX.
This is a simplest way of connecting data with text files.
Another way is to use FileIO.EX. It is much more complicated (although it is fairly simple if you have ever used any programming language). This way will give you much more freedom but most of the thing has to be done in text editor.

You will need last two documents.
Last but not least, you may decide to use WinScript for this purpose. It require that you know programming in VBScript or JavaScript;
